Community Center in Livonia, MI Community Opportunity Center was established in 1965 and started with one home, the Plymouth Opportunity House. Today, COC comprises almost two dozen homes in northwestern Wayne County, Michigan, including houses and apartments owned by COC, rented or leased homes, and a condominium owned by a family member for the benefit of a loved one. The number of residents sharing a home varies; however, most homes consist of four or fewer sharing a tiny house, apartment or condominium. COC serves as a supplier or as a staffing agent.
