One of the last major railway terminals constructed in the US in 1950, the building fell into disrepair as a result of the decline in the rail passenger business. The restoration and redevelopment of Central Union Plaza required substantial exterior, interior and site improvements. The improvements entailed the relocation of Amtrak to the track level with the inclusion of other intermodal transportation facilities. The 3rd and 4th floors were modified to accommodate office operations for the Toledo Metropolitan Area Council of Goverments (TMACOG)
