Dr. Noe was born and raised in West Texas. He received his Bachelor of Science Degree from Angelo State University in San Angelo, Texas. While there he received honors in undergraduate research in microbiology. He then went on to the Texas Tech University School of Medicine and completed his residency in Obstetrics and Gynecology in El Paso, Texas. During his training at Texas Tech, Dr. Noe received honors in both research and in his surgical skills.
