His background includes teaching graduate-level courses in International Law, working as a legal consultant in International Law for a multi-national shipping firm in Hong Kong, and working for the US Department of Justice's Criminal Law Section in Washington, D. C. For the last 23 years, Mr. Chen has been almost exclusively practicing US Immigration Law.

Employment authorization would be granted after recipients pay a fee and pass stringent background checks.
