Incorporated in 1982, originally as Orange County Refugee Community Resources Opportunity Project and later Asian Pacific Community Services) APAC was founded by a group of leaders from various Southeast Asian refugee communities, to supply services that would improve the self-sufficiency and economic independence of refugee populations facing a selection of social, economic, cultural and educational barriers. As the requirements of disabled persons within these refugee communities increased.
