The Academy originally began in 1972 as the Thomas Nelson Academy of Criminal Justice. The Thomas Nelson Academy of Criminal Justice was set up and certified through the Virginia Criminal Justice Training and Standards Commission. In 1975 the Academy was renamed as the Peninsula Academy of Criminal Justice (PACJ) The 1st Academy charter was developed establishing the Peninsula Regional Academy of Criminal Justice. The charter members of the Academy included the; Hampton Police Division, Newport News Police Department, Williamsburg Police Department.
