The U. S. Senate's leadership on July 23 decided to halt efforts to pass cap-and-trade legislation, because the measure didn't have enough support among senators. The concept of cap-and-trade is to place a limit or cap on the amount of carbon dioxide emissions industries can emit, and create a system in which industries would trade emissions permits.
