El Paso Mental Health and Mental Retardation Center ( referenced in this report as EPMHMR or Center) assists Texas' most vulnerable citizens - Texans with either or both severe and persistent mental illness and mental retardation - and assists families and individuals solve their problems and take attention of themselves.
