Historically, solid waste in southeastern Virginia had been handled by the personal localities in accordance with local and state regulations. Each city or county either collected and disposed of waste within its borders or transported the collected waste to a neighboring city for disposal. Industrial and commercial waste was collected by private haulers but disposal was restricted to the community in which it was generated. Many of the communities faced the growing challenge of how to handle their waste effectively.

read moreLiesl DeVary has served as executive director and chief executive officer since December 2017. She is responsible for the planning, development and implementation of policies and objectives established by the Board of Directors with the goal of providing a long-term cost-effective waste disposal system for SPSA Member Communities. She also serves as chief financial officer and is responsible for the preparation and administration of operating and capital budgets. Previously, Liesl served as SPSA's deputy executive director and chief financial officer for eight years.
