Mental Health Services in Toledo, OH Zepf Center 1st opened as the Elizabeth A. Zepf Community Mental Health Center in 1974. Named after a Toledo resident who was very active in mental health service development, originally the agency was primarily concerned with post-psychiatric hospitalizations treatment of residents of the South catchment area of Lucas County. The agency started to expand in 1977 by opening a satellite office and applying for a federal operations grant to become a more comprehensive community mental health center.

This service can also be provided to those seeking mental health and substance use assessments as referred by courts or children's services agencies. The assessment is client-centered, sensitive and responsive to the needs of persons from varied ethnic and cultural backgrounds, and persons with disabling conditions. Areas of clinical significance noted in the evaluation include the determination of mental and physical health needs, addiction issues, exposure to trauma, and vocational needs.

CARF International is an international, independent, nonprofit accreditor of human service providers. Founded in 1966, CARF is a private, not-for-profit organization that promotes quality rehabilitation services. It does this by establishing standards of quality for organizations to use as guidelines in developing and offering their programs or services to consumers. CARF uses the standards to determine how well an organization is serving its consumers and how it can improve.

The program budget is $3,000,000 per year providing an array of wrap around services. This project will build upon the community Bridges out of Poverty initiative that is focused at empowering individuals to progress out of poverty.
