City Service was began back in 1975 by Jon Beach, a recent graduate of Cal State University Fullerton with a degree in biology. At that time biotech had not yet been invented and there were limited opportunities for a career in biology, so Jon teamed up with a friend, David Schafer, who had the idea of starting an asphalt paving firm. In 1982 David Schafer moved on to begin another business, but City Service earned some additional key employees including George Puente, another Cal State Fullerton graduate, Keith Cunningham, who came to City Service from Permacast Asphalt.
