An asphalt overlay uses the same paving method as new paving except you're paving over an existing paved surface. An asphalt overlay is usually done when the pavement is badly deteriorating, cracking, and has potholes or tree root damage. When an overlay is going to be done, these areas are fixed (cut out, removed, and patched) prior to paving. This insures a smooth even finish. This is an economical and practical solution to bring old asphalt surfaces- driveways, parking lots, and streets, back to new. You've seen this being done on streets in subdivisions (below) parking lots and highways.
