
In early 1975, the Michigan District Home Mission Board of the WELS arranged for a pastor, Richard Hennig of Memorial Lutheran Church in Williamston, to start exploratory services on the W side of Lansing. Services were held for the 1st time on February 2, 1975 at a nearby hotel. By April of that year, services were conducted at Neff Elementary School in Grand Ledge. By June, the 1st pastor of Shepherd of the Hills, Dean Anderson, was called to serve this new congregation. By July, the congregation was incorporated.
