The 1st step was to open a school for kids with an intellectual disability. In 1965 the school was taken over by the Education Department and the Association then undertook to develop a pre-school, hostel, a supported employment workshop and training centre. Activities continued with the pre-school opening in 1967, closely followed by the hostel in 1968. Supported employment and training commenced in an Adult Education Centre classroom in 1968 and a new workshop was completed in 1971. The pre-school and hostel closed in 1973 and 1974 respectively.

The aim of HPA's employment service is to benefit the community through the creation and development of employment opportunities for people with disabilities and to facilitate supported accommodation.
